The first international conference "Linguistic rights of the Deaf : state support, research and use of sign language" was held in Moscow in May 2007 and was organised by the All-Russian Society of the Deaf (VOG) under the aegis of the World Federation of the Deaf. Representatives of Russian and international public organisations, governmental bodies, academic circles and sign language researchers from 15 countries participated in the conference.
The conference covered the following topics: "Sign language and legislation", "Sign language research", "Sign language interpreting" and "Sign language in education".
The conference was supported by the Russian State Duma and the Council of Federation, Ministries of science and education, of culture and mass media, Federal Agency of health and social welfare, RF Public Chamber.
The academic and political level of the papers presented at the conference was very high and it was a crucial event for the Russian Deaf community. Unfortunately there was not enough information about the conference in mass media.
The conference resolution became an important document, which helped to ratify the UN Convention on the Rights of Persons with Disabilities, sign language interpreting was included in the federal list of services for Deaf people, on December 30, 2012 "the Sign Language Law" was signed, etc.
The book of conference proceedings was published in two languages (Russian and English).
The second international conference "Linguistic Rights of the Deaf" will be held 20-22 May, 2014 in Moscow. It is organised by the All-Russian Society of the Deaf with the support of the WFD, the Ministry of Labour and Social Welfare.
The working languages of the conference are English and Russian, Russian sign language and International Sign. The best international SL interpreters including Liz Scott-Gibson (former president of the World Association of Sign Language Interpreters) will work at the conference. More than 60 abstracts from 15 countries have been submitted. The WFD Board members will take part at the conference as the Board meeting will be held after the conference as well as the WFD Regional Secretariat for Eastern Europe and Middle Asia.
