All-Russian public organization of the persons with disabilities “All-Russian Society of the Deaf” (VOG) is the most numerous and oldest public organization of the Deaf and hard of hearing people. 

VOG was founded on September, 25, 1926. 

The main objective of VOG is expression and protection of the rights and interests of RF citizens with hearing impairment and their social inclusion in society. VOG focuses its attention to the issues of full realization of human and legal rights, access to information and services, education and vocational training, adequate employment, health care, social protection and accessibility to all spheres of life on equal basis.

VOG unites about 90 thousand citizens with hearing loss throughout Russian Federation, it has 79 regional and more than 800 local branches.

The World Federation of the Deaf (WFD) is an international non-governmental organization that acts as a peak body for national associations of Deaf people, with a focus on Deaf people who use sign language and their family and friends. WFD aims to promote the Human Rights of Deaf people worldwide, by working closely with the United Nations (with which it has consultative status) and various UN agencies such as the International Labour Organization (ILO) and the World Health Organization (WHO).[2] WFD is also a member of the International Disability Alliance (IDA).


The Ministry of Labour and Social Protection (Mintrud) is a federal executive body responsible for drafting and implementing government policy and legal regulation in a number of areas: demography, labour, living standards, income level, labour remuneration, pension coverage, social security (other than mandatory medical insurance), labour conditions and protection, social partnership, labour relations, employment, labour migration, alternative civil service, state civil service (other than labour compensation issues), social security for the population, including for families, women, children, senior citizens and veterans, emergency victims, custody and guardianship of incapacitated or partially capacitated adults, as well as social services for the population, orthopaedic aid, the rehabilitation of the disabled, medical and social expert appraisal. The Ministry is also responsible for state property management and public services in the relevant area.
